The Hong Kong Federation of Insurers (HKFI) has announced the appointment of Ellick Tsui and Sally Wan as Chair and Deputy Chair of its Governing Committee for the 2025–2026 term, effective 30 April 2025.

The HKFI also announced new leadership for its industry councils. Kelvin Cheung of China Ping An Insurance (Hong Kong) has been appointed General Insurance Council Chair, while Patrick Graham of Manulife (International) will serve as Life Insurance Council Chair.

Tsui, Deputy CEO and CFO of Chow Tai Fook (CTF) Life Insurance, served as Deputy Chair of the HKFI in 2024–2025. He has been active in the federation for six years, including as Chair of the Life Insurance Council and leader of task forces on IFRS 17, risk-based capital, and Greater China Affairs.

Wan, CEO of AXA Greater China, succeeds Tsui as Deputy Chair. She most recently served as Chair of the General Insurance Council and has been a member of the Governing Committee. Her prior experience includes senior roles at Allianz Insurance and AIA, with extensive oversight across the Asia Pacific region.

“Mr. Ellick Tsui has over 30 years of experience in the insurance industry and has worked in various areas. Ms. Sally Wan has extensive management and business development experience in insurance companies covering the Asia Pacific Region,” the HKFI said in its press release.

Other members listed for the 2025-2026 term include recent HKFI chairman Ivan Tam of Chevalier Insurance, Alfred Cheung of BOC Group Life Assurance, Alger Fung of AIA International, Eric Hui of Zurich Insurance, Clement Lam of Sun Life Hong Kong,  and Sheung Kin Li of Sompo Insurance (Hong Kong).
