The Southeast Asia Disaster Risk Insurance Facility (SEADRIF) Insurance Company has appointed Shannen Nicole Chua as Implementation and Programme Development Specialist, according to the company’s LinkedIn announcement.
In this role, she will oversee the implementation of the company’s work programme with the Philippine government and support business development efforts across the region.
Chua brings significant experience in disaster risk financing, having served as the technical lead for disaster risk financing and non-financial asset management at the Philippines’ Bureau of the Treasury since 2017. During her tenure, she played a key role in developing financial protection mechanisms, including the Philippine Catastrophe Bond and the National Indemnity Insurance Programme.
In addition to her work on financial instruments, she contributed to advancing risk analysis through Geographic Information System technology and was involved in the issuance of the Philippine Government Asset Management Policy.
She has also collaborated with international organisations such as the World Bank Group, the Asian Development Bank, and the Japan International Cooperation Agency on disaster risk financing initiatives.
Reflecting on her new role, Chua highlighted the importance of financial preparedness in mitigating disaster risks. “Being from the Philippines and having worked in government, I have witnessed firsthand the critical role institutions like SEADRIF play in strengthening disaster risk finance,” she said. “I am excited to join SEADRIF and continue advancing disaster resilience in the region, ensuring governments and their people are adequately prepared.”
Chua holds a Master of Professional Studies in Global Development from Cornell University, which she earned in 2022.
