Hong Kong IA’s Tony Chan appointed IAIS implementation assessment vice chair

Tony Chan has been appointed vice chair of the International Association of Insurance Supervisors’ (IAIS) Implementation Assessment Committee (IAC), the IAIS said in a LinkedIn post on 5 February.

Chan currently serves as associate director for policy and legislation at the Hong Kong Insurance Authority, where he joined in 2017. He has worked on projects including the development of the risk-based capital regime, the promotion of insurance fintech, and green and sustainable insurance, according to his biography.

His regulatory career began in 1990 with the then Office of the Commissioner of Insurance, spanning supervision of Hong Kong life and non-life insurers as well as wider work on prudential oversight, regulatory policy and liaison with international and Mainland authorities.

Chan’s appointment follows IAIS’s implementation of its revised committee, which took effect on 1 January. The IAIS said the IAC replaces the former Implementation and Assessment Committee and will focus on assessing consistent implementation of IAIS standards, with the new committee-level structure announced last year taking effect on 1 January 2026.
