Southeast Asia Disaster Risk Insurance Facility (SEADRIF) Insurance Company has appointed Richard Poulter to lead the development of its Sovereign Asset and Fiscal Empowerment Facility (SAFE), the firm announced in a LinkedIn post on Tuesday.
The New Zealand-based Poulter brings 20 years of experience as a general insurance actuary with a background in both indemnity and parametric insurance, including more than a decade of work on disaster risk finance projects globally with the World Bank. He most recently served as chief risk officer at the Pacific Catastrophe Risk Insurance Company.
He has worked with SEADRIF member governments, including on a parametric insurance program for the Philippines and the establishment of Indonesia’s Pooling Fund for Disasters, throughout his career. He also supported the establishment and led the reinsurance placement of SEADRIF’s first parametric policy in 2021.
“Richard’s experience strengthens SEADRIF’s technical capabilities as we advance SAFE across the region,” SEADRIF said.
SEADRIF-SAFE is an initiative backed by ASEAN+3 Finance Ministers to embed insurance directly into how countries finance development.
