QBE has appointed Andy Tsui to the dual roles of head of underwriting, corporate for Hong Kong and Macau, and Asia Head of People Risk, effective 1 June, the business announced on Monday.
Tsui brings over 23 years of insurance industry experience, spanning underwriting, actuarial work, portfolio management, and strategic leadership across Asia Pacific. He has spent a decade at Allied World from 2015 to 2025, including as country head for Hong Kong. His prior industry experience includes time at RSA and Suncorp, as well as five years in actuarial and insurance advisory roles at PwC. Most recently, he worked as a strategic adviser.
In his new role, Hong Kong-based Tsui reports to Lei Yu, chief executive officer of North Asia. He holds local underwriting authority across all corporate product lines in Hong Kong and Macau and will work with the regional chief underwriting officer and product heads to oversee underwriting performance, operations, and strategy, QBE said.
As Asia Head of People Risk, Tsui will shape and execute the business’s People Risk customer value proposition across the region, an integrated approach combining insurance, risk insights, and advisory services across workplace injury management, employee compensation, and health-related exposures.

Tsui’s appointment comes on the back of QBE naming Johnny Suen as head of property for Hong Kong last week. The pair also joins the recently appointed Christelle Poh, who was named head of distribution for QBE Hong Kong and Macau in April, but whose remit has since expanded from managing local agencies and brokers to include international and regional brokers.
