Markel Insurance has named Flora Mao as senior casualty underwriter for its Lloyd’s China platform effective immediately, the business announced in a statement on Wednesday.

The move marks the appointment of the specialty insurer’s first casualty underwriter based in Mainland China.

Mao joins Markel’s Greater China team and will focus on building the firm’s general liability and broader casualty portfolio. She reports to Qianhai Hu, underwriting director of Markel Underwriting Division at Lloyd’s China.

“Flora’s extensive casualty experience and client-centric approach align perfectly with our values at Markel,” says Hu. “Her expertise and on-the-ground presence will allow us to respond swiftly and effectively to our clients’ evolving needs.”

Mao brings more than 23 years of casualty underwriting experience, having worked at AIG China for 15 years as casualty underwriting manager and at Liberty Specialty Markets, China as senior casualty underwriter for more than eight years.

“Flora arrives at a pivotal juncture for Markel in Greater China,” added Chelsea Jiang, managing director, Greater China. “We are targeting double‑digit growth and are aiming to be the largest Lloyd’s syndicate on the China platform, with a reputation for specialty expertise where clients need it most.”

The appointment follows a broader strategic restructure of Markel International in October last year, which created five regional units: Asia-Pacific, Canada, Europe, London Market, and the UK.

“The changes are designed to simplify decision-making, sharpen customer focus, and support our ambition to put Markel on the map by creating a framework where each business can scale independently and make decisions that best suit their markets,” the firm said in a press release at the time.
