West of England P&I Club has announced that Cai “XL” Xuanlun will take on the position of CEO of its Hong Kong office, effective from December 2024.
Cai currently serves as the Regional Head of Underwriting for West’s Hong Kong operations. He originally joined the club in 2013 after completing his law degree at Shanghai Maritime University and earning an MA in Law from the University of Bristol.
He will succeed Richard Macnamara, who is stepping down following a 28-year tenure, but will remain with West P&I as a Senior Advisor until 2025.
Speaking about his new role, Cai said, “I am very happy to take up this new opportunity to lead the team in Hong Kong and continue to deliver the service and support our Members expect of us in this region.”
“It has been a pleasure to work with and learn from Richard and I look forward to taking the office forward,” Cai added.

The Hong Kong office will also be further bolstering of its team with Windy Zheng appointed as Business Development Manager, West said. Quentin Drew will also continue in his role as Head of Claims and will work closely with Cai in managing the office’s operations.
