Willis has appointed Trevor Madden as head of captive and insurance management solutions for Asia Pacific, effective 1 Nov 2026, the broker said on Monday.
Madden will run the business across the region from Singapore. He succeeds Joyce Chua, who is leaving the company to pursue personal priorities, Willis said.
He joins from Willis’ captive management operation in Dublin, where he has held senior roles since 2003, most recently as managing director. He has more than 35 years of experience in international insurance and reinsurance, covering captive management, underwriting, regulatory governance, risk management and business development.
“Trevor brings exceptional leadership experience, deep technical expertise and a proven track record of helping companies maximise the value of their captive and insurance management structures,” said Peter Carter, global head of captive and insurance management solutions.
Carter also thanked Chua for her contributions to the unit. “Under her leadership, we have strengthened our market presence and deepened our relationships with clients.”
Madden arrives as regional regulators court captive formations. The Monetary Authority of Singapore in July proposed a corporate framework, due by 2028, aimed at cutting costs for captives and insurance-linked securities vehicles, while Hong Kong has kept adding licences, granting its first of 2026 to CNNC Captive Insurance.
