QBE Re has appointed Cindy Foo as Head of Asia, Treaty, effective 1 December 2025, the reinsurer announced through a press release on Tuesday.
Based in Singapore, Foo will report to Abdallah Balbeisi, Executive Director of Europe and Growth Markets at QBE Re.
She joins from Berkley Re Asia, where she served as Head of Underwriting and Branch Manager, and brings over 20 years of reinsurance industry experience, having previously held senior underwriting and client management positions at Asia Capital Re, Swiss Re, and Munich Re.
The reinsurer said the newly created role marks “a significant step” in its strategy to expand its treaty reinsurance footprint across Asia ex-Japan, with Singapore serving as the hub for its targeted growth. The reinsurer’s Japanese business will continue to be written from London.
Balbeisi welcomed Foo to the group saying, “Her breadth of experience, technical underwriting expertise, and strong relationships across Asia will be invaluable as we establish and grow our Asia hub.”
The appointment is the latest in a series of senior leadership moves for the wider QBE business in Asia. In September, the insurer named Jef Tio as CEO of QBE Insurance Malaysia, while in August, it appointed Stephen Geisler as CEO of South Asia and Ross Bethell as Head of Partnerships for Asia.
